Procurement Methods
Our Procurement Methods
In tenders for the procurement of goods and services and for construction works carried out by our University, one of the following procedures is applied: the open tender procedure, the restricted tender procedure or the negotiated procedure. The open tender procedure is the primary procedure for tenders relating to the procurement of goods and services and construction works.
Open Tender Procedure
This is the procedure in which all bidders may submit a bid. It is the principal procedure applied in our University's tenders.
Restricted Tender Procedure
This is the procedure in which only bidders invited by the University following a prequalification assessment may submit a bid. Tenders for the procurement of goods and services and for construction works for which the open tender procedure cannot be applied, because the nature of the work requires specialist expertise and/or advanced technology, may be conducted under this procedure.
Negotiated Procedure
This procedure is applied in cases such as: when no bids are received in a tender conducted under the open tender procedure or the restricted tender procedure; when force majeure events such as natural disasters or epidemics, or sudden and unforeseen events such as a risk of loss of life or property, arise; for procurements within the monetary limits set by the relevant legislation; and for the purchase or lease of, or the establishment of limited real rights over, movable and immovable property that cannot be acquired through any other tender procedure owing to its specific use and the particular benefit it will provide to the University.
Direct Procurement
This is the procedure applied without publishing a notice and without requiring a guarantee in the following cases: when it is established that the need can be met by only a single natural or legal person; when compatibility and standardisation with existing goods, equipment, technology or services must be ensured; for medicines, vaccines, serums, blood and blood products, and patient-specific medical consumables such as orthoses and prostheses, which are uneconomical to stock owing to their nature and the requirement to use them within a certain period, or which are to be used in emergencies; and for procurements within the monetary limits set by the relevant legislation.
